The City of South San Francisco has a contentious JPA agreement with the Harbor District to manage a City owned marina, the agreement is set to expire in 10 years. South San Francisco city council member Karyl Matsumoto said during a Sept. 16, 2015 special meeting that she has successfully lobbied votes from Supervisor Pine, Groom and Slocum to dissolve the Harbor District.
Oyster Point Marina/Park is a Superfund Site owned by the City of South San Francisco. Barrels of industrial waste solvents, paint, fuel, and sludge are buried under the land that makes up Oyster Point Marina/Park. The landfill is subsiding and toxic industrial waste sludge is sinking into SF Bay as the sea is rising. Industrial waste and garbage was dumped on Bay Mud for thirty years. No liner was ever installed at the landfill site.

Harbor Commissioner Nicole David lacks the integrity required to walk out of this Special Meeting farce.
It's unclear why Commissioner David has decided to take the low road and pander to Commissioner Robert Bernardo and Commissioner Pietro Parravano. We expect Commissioner David to have better judgment and stay true to her campaign promise to improve transparency and accountability.
Commissioner David appears slightly desperate when she agrees that the Harbor District executive search process should mirror the Port of Oakland. Apparently Commissioner David is unaware that the Port of Oakland is not a public agency the Harbor District should emulate. Nobody knows how to put a happy face on port corruption like Commissioner Bernardo, he works as a PR manager for the Port of Oakland.

This video is the "edited" version Commissioner David referenced and it includes only 12+ minutes of carefully selected clips of what appears to have been a much longer meeting.
Pacific Coast TV refused to broadcast this meeting video on public access television or post this video online because they said it was "editorialized" and not gavel to gavel coverage.
It's funny how the clips in this video were edited together during different times of day. We wonder what got edited out?

In 2012 SMC Harbor Commissioners Robert Bernardo, Will Holsinger and Jim Tucker approved the highest commercial fish buying fees in California. All three commercial fish buyers at Pillar Point Harbor and the Half Moon Bay Seafood Marketing Association are outraged.
San Mateo County Commercial Fishermen are being harmed by the high fees, this has resulted in boats off loading at other ports that don't charge any fees such as Pier 45 in San Francisco or charge much lower fees as is the case at Monterey Harbor.
